There are decisions from the Tribunal of Rome, Italy, giving citizenship to children of an Italian mother born before 1948.

The procedure seems to be:
make all the necessary steps, including all the documents, and produce the request for citizenship to an Italian Consulate (it is possible also in the Italian comune of birth of the ancestor, but the procedure is not very clear or established yet). When the request is rejected by the Italian Consulate on the ground that the person applying was born after 1948, produce an appeal to the Tribunal of Rome.
