Hi,
I am a researcher living in Province of Frosinone and have found in the South around 1865 a Registro del Popolazione (Register of the population) was taken listing all family members. This register was then updated with births, deaths, marriages etc. It is not freely available but does still exist (sometimes in poor condition). Also in the South (not the Papal States) many churches conducted a 'Stato delle anime' (a census of souls, by household). Many towns started a file card system by family around 1900 and this card file still exists in many places.
I have also found a 1921 census in a couple of towns where they have archived their historical documents.
