Help on research procedures

After quite a few years I am finally able to continue my genealogy research. I am sure things have changed so I need some guidance.
I want to send letters to Italy to obtain birth, death, family certificates, etc. on my ancestors.

What is the protocol regarding international reply coupons (how many to I send)(I am having a difficult time finding IRC's) and do I send money (if so how much and how do I send it-check or ?) Regarding the IRC's is there something else I can send in place of them.

Each administration - archive, townhall etc. - has different rules, an email to the involved office would suffice to ask for procedures, costs, availability of records.
